ELBA LUZ ALTAGRACIA RUSSO BÁEZ

She completed her primary and secondary education starting from kindergarten at the Colegio Salesiano María Auxiliadora in Moca, Espaillat Province, D.R., where she earned her high school diploma (bachiller) in Physical, Natural, and Mathematical Sciences, the city where she lived until moving to Santo Domingo, capital of the Dominican Republic.


She graduated with Magna Cum Laude honors from the Faculty of Economic Sciences as a Banking Technician, endorsed by The American Institute of Banking. She also earned a Master's degree in Senior Management (Alta Gerencia) and qualified as a Certified Internal Auditor.

She worked at Banco Popular Dominicano for 29 years until her retirement, holding various positions within the institution. With the support of this prestigious bank, she published the book Reference Manual for the IT Auditor.


Following her retirement, throughout her professional career, she has been responsible for product procurement and contracts for World Bank projects involving the Presidential Council on AIDS, the Health Sector Reform Program, and the Ministry of Environment. Additionally, she managed procurement for Inter-American Development Bank (IDB) projects at the Ministry of Tourism. Her performance was defined by punctuality, discipline, responsibility, integrity, a strong sense of duty, and strict compliance with established standards.


She served as President of the Institute of Internal Auditors of the Dominican Republic, Inc. from 1995 to 1997, speaking at national and international conferences on topics related to Auditing, Ethics, and Internal Control. She was also President of the Association of Moca Residents in Santo Domingo, Inc. during the 2001–2002 and 2016–2017 terms.


Deeply aware of the importance of personal and spiritual growth, she actively supports seminars, lectures, and initiatives that promote harmonious living and the elevation of human consciousness.

Driven by her spirit of service and dedication, she voluntarily serves as Secretary of the Permanent Advisory Council of Past Presidents for the Association of Moca Residents in Santo Domingo, Inc.


Currently, she is the Vice President of the 1A1 Foundation. and has served as President of the Organizing Committee for the World Conference on Peace and Light since its inception.
